The information provided in Part I of the report is used to make the hazard based assessment of the properties and to confirm whether the substance can be successfully identified as an SVHC. Where an SVHC merits restriction it arguably should be treated in the same way and placed on Annex XVII of REACH to ensure it is not placed on the market or used in a way that causes harm. In this event, the provision of safe use information would be academic as I would be illegal to supply the substance in a form that is restricted.
